The Incident Command was developed in the 1970’s during massive wildfires in California. Many things have changed since then in the Incident system. The Incident Commander sets priorities and defines the organization of the incident response teams and the overall Incident Action Plan. There is only one incident commander per Incident. They can be located by the Incident Command light. This light marks the location of the Incident commander. The Incident Command light should be green in color but now some locations are using green and yellow lights to mark the location of the Incident Commander. The role of Incident Commander may be filled by senior or higher Qualified Officers upon their arrival or as the situation dictates The Incident Commander may, at their own discretion assign Officers, who may be from the same agency or from other assisting agencies, to subordinate or specific positions for the duration of the emergency.
